This is the evidence layer behind the ledger. The city owes a Shelter Equity Analysis under Administrative Code 124.2(a). HSH filed one with the Board in January 2026, and it has no public page of its own. Below is as much of that analysis as public data allows, plus the underlying facility distribution.
Where the beds are
The Fair Share test, run as a district-level proxy
| District | Shelter beds | Bed share | Unsheltered (2024 PIT) | Unsheltered share | Fair Share result |
|---|
By supervisor district
| District | Shelter beds | Share | Beds / 10k residents | PSH units | BH sites | Population |

By Analysis Neighborhood (the ordinance's legal geography)
Admin Code Ch. 124's Fair Share Rule compares each neighborhood's share of shelter and transitional beds to its share of the city's unsheltered population. Bed shares below are computed from this tracker's facility list; the unsheltered side of the test uses Point-in-Time Count neighborhood tables and is shown once the full 2026 PIT report is published.
